In that case, freedom of expression is effectively abolished because political opinions are almost always on a gray scale in terms of truth—we are not talking about physics.
This brings us to a more relevant discussion about Musk's actions. Does his position as Twitter's owner pose a problem in this context? As German Green MEP Alexandra Geese put it, Musk is of course free to talk to AfD party leaders on his platform, but should not be free to control the algorithms so that everyone else is forced to listen.
One can agree with that. Twitter, like other major social media platforms, should be seen more as infrastructure for social discourse than as free private actors in their own right. This is partly because social media platforms act as a kind of natural monopoly—their function is based on everyone being on the same platform. Moreover, it would be an undesirable development for democracy if we have a division where people choose platforms according to their political views. Platforms as such should therefore be politically neutral.
In fact, that is as far as the European Commission has gone. It is investigating whether Elon Musk manipulated the algorithms, which would be a breach of EU law. However, if Musk were to be investigated on the basis of a "disinformation test"—as critics would have it—the Commission would be in over its head. Without freedom of expression, the EU ceases to be a democratic community.
There is still the question of the algorithms. Despite the fact that both the American and Swedish press have claimed that Twitter's algorithms are politically manipulated, there is actually no evidence of this. Moreover, Twitter provides open source code—anyone can see how the algorithms are built. In the online magazine Kvartal, tech specialist Ashkan Fardost goes through this in detail (16/12). In fact, the loose claim resembles precisely the kind of disinformation we claim to want to combat.
You can think what you like about Elon Musk's political views. They are not always well founded. But Elon Musk the thinker is not the problem. He can be challenged on substance. What deserves scrutiny is Musk the platform owner. If Twitter is rigging the debate so that only certain voices are heard, that is a democratic problem. And it has been a democratic problem that Twitter and especially Facebook have listened to pressure from US politicians in the past—but then it was Musk's political opponents who were responsible for the abuse of power.
A much greater threat to democracy and freedom of expression would be if the EU started using state power to silence voices or force social media platforms to dance to the tune of power. The relevant criticism of Elon Musk risks being drowned out by the chorus of voices in favor of censorship as soon as it benefits "their own team" and defines freedom of opinion and expression as "thinking the right" things for the moment. Unfortunately, we have far too many Swedish politicians who are unable to think beyond that, and are happy to sing along with that chorus.
Because the point of freedom of expression is not to create harmony, but rather disharmony. It's just how we learn to think instead of just feeling what's right.
